Two or more completed orders. One order puts a customer in New customer instead, and the two segments are exact opposites, so every customer sits in one or the other.

Should I send this segment discounts?

Rarely. These customers already come back, so a discount mostly gives away margin on a visit that was going to happen. Spend your offers on the lists where behaviour has to change, and spend access and early notice here.

What is the difference between this and Top 20% Spenders?

This one is about how often, that one is about how much. A customer can come in every week and spend little, or twice a year and spend a lot. Cross the two when you want the people who do both.
